GTX570 100% Fan Speed and no monitor display

Unboxed my new nVidia GTX GeForce 570 (Gainward) today, plugged it into my mobo, connected my 2x 6 pins to it. The fan sounds like a jet and is running at 100% for sure, and there is no display on my monitor.
I tried using VGA instead of DVI, no difference. I also tried using the same card on my housemates rig, with same result, minus the 100% fan use, but I think this can be attributed to his 400W PSU. Tried different monitors also.

My hardware list:
4GB Kingston DDR2
Asus PK5PL AM/PS
Samsung 1Tb F3 Spinpoint
5 Case Fans
60Gb OCZ Vertex 2
Q8200 @ 2.33ghz (no overclock)

PSU is Corsair AX750 (750W)

The PSU is <2 weeks old so I basically think I can rule out PSU failure.

I am aware that my motherboard only supports PCI-E 1.0 , and the bus speed of GTX570 is 2.0, but I read that 2.0 is backwards compatible.

Please offer suggestions.
I am upgrading to GA-P67A-UD4 (B3 Revision) + i7 2600k combo within the next fortnight or so, should I wait to see if card will work with those component, or do you think it needs to be RMA'd.
