Help with video problems

Hello, I have an ATI Radeon 3100 graphics chip on my Gigabyte MB, Win 7-64 and a Samsung SyncMaster 225BW. Lately the monitor has not been working correctly. When starting up, or trying to come out of sleep mode, there will be no signal on the monitor and then a flash showing the computer desktop for about 1 second, and then no signal again. Generally by turning the monitor off and on repeatedly I can eventually get it to work within 10-12 tries. I thought this might be related to the download of the newest ATI Catalyst software package but even after uninstalling all ATI software the issue persists.

Is this a video issue or a monitor issue? I would think that even if there is no video coming from the computer the monitor's menu button would still work, but this is not the case. Any help would be greatly appreciated.

Just to add, this is a new problem despite having this setup for quite some time. That is why I suspected the ATI Catalyst software but with that software removed, the problem remains. Thanks in advance.

Also, the MB is a Gigabyte MA790GP-UD4H with the built-in ATI Radeon HD 3300.
