Pc not booting

Hello, i have had this problem for quite awhile and I would greatly appreciate any help on the subject. OK i have an acer am3100 desktop, windows vista. Long story short it does not boot, no output to the screen. Tried all the usual things. Check power supply, memory, etc. Now interesting thing is that when i connect only the power supply, and dvd drive, and hard drive, my pc doctor pci post card hangs on 61 when i take a reading, problem is i cant find an error code 61 for any phoenix bios or acer boards.

ok i looked it up and it should be inform RomPilot about the end of Post. If it is this error how to I go about fixing it. From what i gather its the very last stage before the operating system boots. So in essence how do i give it a jolt to start loading the OS, or at least let me enter Setup

i would unplug any hard drive/flippy and cd-roms and see if it boots up with normal ff. on the post it cards. if a drive is bad it can hold the mb up at post. when your trying to use a post it card you want to bare bone the system..just a video card and one stick of ram. if it gets to ff then power down and add one more stick of ram..then one piece of hardware till the error happens.
when it does it the last thing that was plugged in. if not there a hardware fault on that mb and it needs to be rma.
