i tried to increase the level of one of my skills to level 2, but instead of
putting an extra dot next to the skill to show that the level has gone up,
it put a smiley face there, and it still says level 1....what does this
mean? i tried using the skill on the second level, and apparently i don't
have it, even though i spent a point to go to level 2.... is there something
i don't know about how skills work?

I've just started playing, and this made me pause for a moment as well.

Basically, the blue dots show how many skill points are needed to go to the
next level. At the start, all skills are level zero, and only one blue dot is
shown against each.

When you assign a skill point to a skill, as there's only one blue dot, you go
straight to level one.

Because there are now two blue dots against that skill, to get to level two,
you need to assign TWO skill points. When you assign the first of these, the
smiley face is shown to record that you're "half way there". When your
character next goes up a level and gets another skill point, assigning it to
the "smiley + blue dot" skill will take you to level two.

Similarly, you will need to assign three skill points to get to level three
(and the interim stages will show first one, then two, smiley faces).

Yup, that way it's all good not to spend all your skill points unless
you know exactly what you want to get. I usually save'em up until I can
actually use them on the skill to increase the skill level desired. By
not using them up right when I get'em, I can reconsider that I may want
to increase a different skill.
