It is normal in a dual card setup that the upper card gets hotter than the other, improved airflow could help the situation for example a side panel fan blowing directly at the cards.
What are the temps they might be safe?

the first under load is 43C and the second is 38C but when loaded the first goes to 95 ad the second NOT above 75....know what ive tried to give some space on the card by squeezing a mother board stand off at in between the cards and the temp on the first does not go above 85C anymore.... heheheh..but i think this would break the card...what you think...

95°C is to high for comfort! Instead of trying to wedge the cards apart try increasing the airflow around them as suggested before. 85°C is tolerable.
