How to control fan speed?

I have built a few systems for others using a Rosewill Destroyer case and Biostar Motherboards. I noticed using Speedfan and by feeling the airflow with my hand that the computers I have built for others have very good airflow. Their fans spin at a few thousand RPMs.

On my personal system, I'm looking right now, and Fan1: 10rpm, Fan2: 2659rpm, Fan1: 737rpm, Fan2: 843rpm. My core temp is 46C just sitting here right now typing this. I used the adjustment settings to jack up the fan speed to 100% on all fans, but didn't notice a difference. What am I doing wrong here?

Your motherboard is controlling your fanspeeds as it sees fit,
you can either override it by setting lower limits on s.fan,
or plug them through the molex and run at 100% all the time, or put a dedicated fan controller box in there,
its up to you how you want to go on it tbh,

What is s.fan and how would I go about setting lower limits on it?

By s.fan, he means Speedfan. You can use speedfan to reduce the fan RPM's if you would like.

I played with every possible option in Speedfan to try and change the speeds. The most obvious I think would be to adjust the percentages on the Readings (Home) page from 0 - 100%. Is there something I can change in BIOS?

If you're using the 4 pin molex plugs, you won't be able to adjust those speeds.

The only one that is not using the molex 4pin plug is of course the rear exhaust fan (sysfan1) and the cpu fan of course. Where in Speedfan would you control temperature limits. I've looked through and through and don't see an option for a temperature limit.

The readings tab-->speed 1, 2, and 3, you can adjust them.

I have all 6 values set to 100% just to make sure.

1: 10rpm
2: 2659rpm
1: 859rpm
2: 939rpm
