PC Won't start. LED's on Case and Mouse Flashing

Hey everyone,
I'm having a problem I hope you can fix. The other day my PC Wouldn't power on. A few tries later it did. After I turned it off it would not start up again. All I get is the LED's on my mouse and keyboard flash constantly and really quickly. Could it be the power supply?

Try this. Disconnect the power cable from the PC. Then press the power button to discharge any remaining residual power in the system (no kidding). Wait one minute.
Now reconnect the power cable and see if the system powers up. If so, make a backup of your critical files and start thinking about getting a new power supply.
