I'm setting up a LAN center, and I plan on buying a very expensive (24 core, 64gb RAM) server, so that the server will run the games that are available to play here, and we can just buy cheap machines to display the games.
Will my server need graphics cards for this?
Is there even a better way of doing this that will save me time and money?

1) Don't bump (especially after only 25 minutes). It is in violation of the Terms of Service.
2) No, your server should not need a graphics card. The client game software, which is installed on each of the client systems will require a graphics card, but not the server itself. The server will require graphics in order to install the OS, but not after that (remote in from a client system).
3) Depending on the cost of the server you have in mind, it might be cheaper (though more costly in time) to build your own.
