I need some help finding a good monitor. I'd like to keep it around or under $200 and around 23".

Use: I will not be gaming so the response rate is not that important. I'm mainly need a high resolution and reliability for cheap.

Samsung monitors have good pictures and this one is 1080p and has 2ms response time at $209 shipped (even though you don't require it):
