i have the coolermaster storm sniper case and it has a side and front intake fan and a top and rear exhaust fan with the option for a bottom fan. my question is when i get the extra fan should i install it as exhaust to blow out my video cards heat or would that disrupt the flow of the case? just cutious to see if it makes a difference either way.
 
Depends how long the video card you have in there is, it might screw up the air flow, it might improve it, i would try all three configurations and find out which one results in the lowest temperatures(consider the motherboard temp as well as the CPU and GPU temps), sometimes adding another fan can hurt temps.

the video card is msi 6970 lightning so it takes up about all the excess space i have. ok then what is a good program preferably free that records temps in your case so ill know what works best. o and a safe website to get it from
