Installed HD 4670, now computer increadibly slow?

Hello,
Recently I installed an ATI HD 4670 into this computer

with a different case and PSU (650w) than what is listed.

However, now my computer will run at speeds that make me think I went back about 15 years, taking hours to do small updates. It only does this sometimes, other times it will run about like it did before (but with better graphics, of course). Could it be the card doing it, and if so, what could I do to fix it other than removing the card?

I've checked the task manager several times during the slowdowns, and have usually been running about 3-5% cpu, sometimes spiking up to 18-19%. Don't remember what memory usually sits at, but it's typically pretty low too, although right now something named NvXDsync that I cannot disable seems to be eating up an unusual amount of memory right now (438,012k), but I don't recall having seen that the last previous times I checked.
