Hello,
I got a T6412 emachine with onboard video that went out. ATI Radeon xpress 200. Also has a PCI express slot available. How can we change out to a new video card a card to replace the online one.

I believe this PC has a 480 watt power supply, the problem is that it doesn't support PCIexpress graphics cards that need an external power supply.

How much money are you willing to spend on this?

It would be worth changing the Power supply as this PC uses standard ATX supply which are readily available and you can then put pretty much whatever graphics card in it you want.
