put your card in first pci-e slot then press the ? on gpu-z you will see her work at it specs speed this is a power saving features on some amd graphic card post the result back

that now on first pcie slot (cpu below) but still x4 even running render test in gpu-z

then she is working 4x at 2.o and give full power on load this is a kind of power saving device on the card and the motherboard
