I've also heard of the Twin Frozr III being unlockable. However, I think it's more hit or miss than with the Twin Frozr II. Either is a great choice, I have used a Twin Frozr II they run really cool and quiet.

What's the difference between the two?

Because I definitley want to overclock and unlock so if I have to I will go with the Twin Frozer II.
