when choosing a RAM, do you want the timing to be lower or higher?

Timing (also named latency), lower is better... given the same speed.

Its Probably better to choose RAM based on (Mhz), based on the fact that each latency is a fraction of a second and it's not something you notice as a standard desktop user nor even a gamer. RAM Latency only tend's to be accountable if your an overclocker or benchmarker.
