Help me in these images is this problem on my video card?

Win XP SP3
CPU : AMD athlon 64 X2 Dual Core 5000+ 2.6 Ghz
Ram : 2GB Transend DDR2 800
MotherBoard : Gigabyte GA-MA74GM-S2
Video Card : Sapphire 5670 HD 1GB
Power Supply : HEC 350 Watt
Display : CRT DELL 17"

Resoulation in these games is 1024*768
i tried to make it 1024*1280 same problem i reduced resoulation same problem

That's just low resolution. If you want to smooth it out use AA and AF, though that may be a bit taxing on your 5670 particularly GTA.

What your images are showing is the visual distortion artifacts known as aliasing when representing a high-resolution image at a lower resolution.

You need to turn on AA (Anti-Aliasing) in-game or in the graphics card's driver.

Anisotropic Filtering (AF) only affects the quality of textures on surfaces that are viewed at an oblique angle.

AA is turned on catalyst (CCC) but on gta iv no AA setting
in NFS Hot Pursuit no AA setting
