I'm looking to upgrade my graphics/video card. I currently have an ATI Radeon HD 3200 which came with my computer.

I have an HP with an AMD 2.3Ghz Quad-Core Processor, 8G of RAM and I'm running 64-bit WIndows Vista. And my computer supports DirectX11.

I want to upgrade the video card for gaming. Notably, I want to be able to play Crysis 2 and Battlefield 3 smoothly.

Any suggestions? (I'm not that knowledgeable on PC hardware so bare with me) :D

What kind of HP? model?
Research more whether your PC will accept "normal" card instead of "single slot" card, first...

What about your PSU? Brand? model?
What is your budget?

The best you can use with your limited power supply is the Radeon HD 5670.

It is much better than what you have now, but is not really considered a good gaming compared to what's out there. See following review:
