E7600 w/ 800MHz RAM + 550 Ti a Good Idea?

My friend has a Dell Inspiron 530 with mobo G33M02 in it...

Hes thinking to upgrade to a E7600 and 550 Ti (we are considering a better PSU too over his junk 300W stock psu, wont handle the GFX card) all of these i recommend to him. One thing i wonder though, will this E7600 bottleneck the 550 Ti DX11 card? We cant get Core 2 Quad not compatible with mobo but i guess the highest we can go is the E8600 which is too much for him =[ so were aiming for the E7600, is it a bottleneck for DX11 and the capabilities of the 550 Ti? Recommendations?

I forgot, i know though its around 1650x900, i think its probably that, right around there. 60Hz too, low RR.

its much better than a GTX 550.

the CPU may be a bottleneck in some situations but it should be ok.
