Recently very poor Performance

Hey, I recently have very poor Performance on my Homebuilt PC.

C2D E7200 @ 3,05ghz
Club 3D ATI HD 4850 512mb
MSI P35 Neo Combo Motherboard
4GB DDR2 Ram
Toshiba MK2552GSX Hard Drive

For Instance when playing Portal 2 it works fine at first but when I open a Portal it constantly stays at 29fps.
This also happens in other Source games(Left 4 Dead 2), the Witcher 2 and even Trackmania.

How can I see what part of my PC is causing the Issue?
Already installed newer Catalyst Drivers but didnt help at all.

You should save your stuff and reinstall the OS in order to rule out a software issue.

Isn't there some kind of tool that shows me my CPU/GPU/RAM/Hard Disc activity while playing and tells me if some of the values are too low?

Right click on the bar on the bottom of your screen and open the task manager.

Yes I already used the Task Manager but Ram does not got to 100% or anything bad. CPU is in BFBC2 CPU0 ~80% and CPU1 always 100%. In other games CPU level does not go that high both ~80% in Portal2 but it's still running real bad.
