Why is my CPU temp hotter in BIOS?

At the end of July I put together a new computer and I've noticed that my CPU temp reads 40-41 degrees C in BIOS, but when I boot into windows the temps at idle are 22-26 depending on ambient temp and doesn't normally reach 40 unless I've been playing a game. I'm using the monitoring software that came with the motherboard and all fans are set to optimal performance/turbo settings

This might be a dumb question, but I'm just wondering if this is normal

for reference, here's my build:
mobo: ASUS P8Z68-V Pro
cpu: intel i7 2600k (at stock speed)
cpu cooling: corsair H80
graphics: nvidia gtx 580
