PCI E 1.1 vs PCI e 2.0 4650

I am trying to help my brother-in law. He has an old HP with a PCI-e 1.0 and purchased a 4650 which is a 2.0 card to use. When he starts it up he sees nothing coming from the card. It has a VIA chipset but I am not sure which kind. I know there should be backwards compatibility, but does anyone know if there are issues with the VIA chipsets and the compatibility?
 
Did he disable the integrated graphics? On older machines you have to disable integrated graphics in the BIOS before you will get a display signal from the video card. It should be under chipset configuration, set your graphics adapter to the PCI Express Card, save and exit. The display signal then should go through the video card.
