Advice on choosing a monitor

I want a new monitor to upgrade my ACER AL1702W. I have Sapphire 6950 2GB graphics card.

My requirements in the new monitor:

resolution : 1920x1080
response time : atleast 3ms
size : 21" to 23"
budget : for eg:
Samsung P2370 in newegg [USA]= $190
Samsung P2370 in India = $310

but my max budget in relation to the above maths [when 2370= $310]... $200

HDMI is not compulsory.

purpose gaming only. no movies

It should be fine if thats what you can afford but it doesnt have 3ms. From what i've seen it has 5ms response time.

Still a good display though.

The best gaming monitor i have ever owned would be the Acer G245H, I think it is 5ms,
But it shows color really well, and has a nice glossy front.
