CPU Running Hot!

Just finished building my PC today and CPU temps are scaring me. I just booted the PC and went into bios before I turned off my PC the CPU was running at 54c with CPU cooler RPMs at about 5000. The temp had started at low 40s when I first started it up I think and I'm not sure what the RPMs started at.

PC Specs:

Cooler Master HAF 912
Antec Neo 520W
Ripjaws 8GB 1333mhz
Asus M5A97 AM3+
Sapphire 5670
Seagate Barracuda 500GB

AMD 955!
 
Solution
Yes... it needs some time to cure but it isn't going to mid 30c overtime (a degree or two at best). I would verify 2) & 3) to see if that improves your temps.

I heard thermal paste needs time to cure and it's only been an hour since I installed the CPU cooler which is STOCK. Also it was running like this with no strain only in bios without any OS.

And it is totally normal. Windows has CPU drivers that can control the power management, turn on or off parts of the CPU when used/not used,... resulting in more lower temps than those in BIOS. In fact, in BIOS, the CPU is running full power with all of its parts turned on and at full power. That generate lot of heat and caused higher temp.
