I have a Biostar A770E3 board on my new and first build that has 5.1 HD onboard surround, and I also have an old Sony surround amp. I am currently running audio from the green "line out" jack on the board to dual RCA input on the back of my Sony 5.1ch amp. I want to know if this is TRUE surround? And if its not, how and where do I connect my other three 3.5mm jacks on the back of my PC to my Sony amp to get 5.1ch surround? I do know that I have to change settings in BIOS as well. Like I said, I am currently running one 3.5mm to RCA splitter from line out on PC to CD line in on the amp.

For each output from the soundcard, you'd need to do a split to RCA. RCA carries an audio signal for a speaker, 3.5mm carries two audio signals for two speakers, hence why you need to split.

If you just use the green output jack, you are only getting stereo output.
