HELP: Not booting up heatsink sounds like a jet engine

Hello, the cpu is not booting up and doesn't beep
I already try troubleshooting it like removing the ram and it still doesn't beep do I really need to replace the motherboard? and i also plugged the keyboard and it is not lighting up.

Did you just get this computer, or has it worked at some time in the past?
