What is the cheapest CPU and GPU that would play SC2 on max settings on a 1680x1050 display and have a minimum of 30fps?

Ew no do not get a 5830. They are huge, hot, and power hungry. Either get a 5770 or step it up to a 6850.

Also shown in the guide is that AM3 quad cores are sufficient or this article form Tom's http://www.tomshardware.com/reviews/best-gaming-cpu-core-i3-2100-phenom-ii-x6-1075t,2859-8.html show that the Intel core i3 2100 will out perform all Phenom II x4 processors. So my recommendation would be a i3 2100 cpu and Nvida GTX 460 gpu
