Read your printer manual. It depends.
Most printers require a white space between where they stop printing and
where the paper ends. You can trick some of them by telling them the
paper is bigger.
You can also print on larger paper (like 5x7) and trim it.

In Photoshop (if you're using that) Resize the image to either dimension
- it won't be exactly 6x4 unless you're printing from a 35mm scan.
Digitals work on a 4:3 ratio meaning you'll get a 6x4.5 or 5.3x4.
By default, most printers will centre the image. In Print setup align it
to one corner - top left usually.
