Looking to upgrade something in my system, need advice

So I have a bit of money and I am wondering what piece of hardware would be best to upgrade and what I should get.

Heres my system

CPU - Intel E5200 2.5 Ghz
GPU - XFX Radeon HD 4670
Ram - G.Skill 4gb
Mobo - Gigabyte EP45-DS3L
Power Supply - Rosewill 500w
Hard Drive - Seagate 250 Gb.

I'm thinking of getting either a power supply or hard drive and I am looking for something that is less than $70 and has some lasting power.

Processor wouldn't be a good upgrade, however a processor cooler and overclocking your processor would help. And would cost less then getting a higher clocked processor. In that case I suggest the CoolerMaster Hyper 212+ for $40 http://www.newegg.com/Product/Product.aspx?Item=N82E168...

I'm thinking its gonna be either a power supply or hard drive because my mobo cant really support that big of a CPU upgrade.

What hard drive would be best at around 60 70 bucks?

What do you do with the PC?
What problems do you think you have now?

One of the best performance upgrades is a SSD for the OS and some apps.
Plan on $2 per gb.
