Won't boot up

I started up my PC for the first time after getting everything put together and everything seemed fine, but I forgot to hook up one of the case fans. So I shut it down, plugged in the fan in and restarted it and everything was fine for the first few seconds until smoke starting pouring out from what appeared to be the DVD drive.


I quickly shut the computer down and pulled out the drive, when I restarted it all the fans were moving much slower/quieter than before and I can't get any boot up screen to come up on the monitor.


Is the PSU at fault? Did I not hook something up right?
