does high psu can damage mobo component?

does this psu (cooler master extreme 460W) a good quality psu?

No a high powered PSU does not hurt the mobo.

The Coolermaster Extreme 460W is neither extreme nor an actual 460W PSU as it's power is over-rated. See the test review at the link below. This is a budget PSU that outputs ~ 420W, not 460W. It should only be used for a light duty PC application. A true high-power PSU is going to be 650W and higher.

Seasonic and PC Power and Cooling would be my first choices in quality PSUs.

No.

A psu will only consume the wattage that is needed at the time, regardless of it's top power capability.

A cheap psu can damage a motherboard if it has a bad design and/or becomes defective. A quality psu will never damage components.

A psu is the last place you should economize on a build.
My short list of quality psu's would include Corsair, PC P&C, Seasonic, XFX, and Antec. There are other good ones, but you can't go wrong with any of those 5.

Here is one list of psu's ordered by quality tiers. It is a work in progress, but it will give you some idea of where other psu's stand.
I don't see gigabyte on it.

Hardware Secrets does not believe the Gigabyte PSUs are very good. See the review at the link below for specifics.
