System Specs:

Biostar GF7050v-m7 se
Intel Core 2 Quad Q8200 2.3GHz
4 Gig DDR2 Ram
NVIDIA GeForce 210

Is my processor or my video card not good enough, or is it possible that my POS hp pavilion f50 monitor that i salvaged from wifes old PC not good enough or because I salvaged the POS VGA cable withit? The reason i ask is newer games i get like Dragon Age 2 suggest a low graphics setting and when i set it to high it gets clippy and slow, when I'm standing still it looks awsome LOL. Any help thanks in advance.

It's definitely not the monitor. That's never the problem.
Other than that, most definitely the graphics card. The processor, even though it's a bit old, is still more than powerful enough for today's mid to high end cards. That gt210, on the other hand, is about as entry-level as you can get.
