Possible hardware issues?

Hello, a friend of mine recently built a desktop with a gigabyte m68mt-s2, phenom 2 x4 975 cpu, 6GB memory (no cd drive), and windows xp (32bit). The idling temps according to core temp and HWmoniter (which ends up freezing my comp after 5 minutes) stay in the high 40's. I live in WI and its quite warm here right now, i was wondering if this was normal? Thank you for your time.

Are any of your components overclocked?

normally stays between 33C ~ 40C however it depends on your cooling system too.
