Video card fan spins at full speed on power up and fails POST

I have built a system with an ATI Radeon HD5770 video card by XFX and Gigabyte P55A-UD3 motherboard.

Every time I power on the system, the graphics card fan immediately spins up to full speed, there is a single 1 second beep during POST but nothing happens and the display is blank.

When I turn off the power then power on again everything works fine and the graphics fan is quiet.

When the graphics fan spins up to full speed during the initial power on, pressing the Reset button on the case does not solve the problem. I have to power off then back on again.

This happens consistently and repeatedly.

Any ideas welcome.

Pull the graphics card and test it in another computer.
