Weeeeeell... The specs on the OCZ 700W PSU do state 25 amps. per rail x 2 on the 12v rails but the total wattage combined for the two rails is 552W or 46 amps. According to testing the 560 TI under max load uses approx. 202W or ~ 17 amps., not 30 amps. Nvidia lists it as using 170W so the max of 202W is probably accurate.

That being the case you could use one 12v rail for the CPU and one for the 560-ti Vid card. You will need two 6-pin PCI-E connectors or a splitter to power both Vid card connectors.

Yes the ModXStream will support a GTX 560 Ti. It has the required connectors, all you have to do is connect them up.
However if you want the option to add another GTX 560 Ti in the future then IMO it would be wise to buy a PSU now, that would be more easily able to support.
To do so with the ModXStream would require using adapters. And potentially you would be using a lot of that PSUs 12V capacity in that scenario.
