PowerColor HD 6850 not getting digital signal

I'm hoping someone out there can help me identify the core issue here, because I no longer think that it is my video card.

I recently bought a new system :
Intel® Core™ i7 950 Processor (4x 3.06GHz/8MB L3 Cache)
6 GB [2 GB X3] DDR3-1600 - Corsair
ATI Radeon HD 5830 - 1GB - XFX
[SLI] ASUS Sabertooth X58
Power Supply(700 Watt -- Standard)
Primary Hard Drive(40 GB Intel X25-V MLC SSD - Single Drive)

and when I got it in and turned it on, I found that the system was not outputting any sort of digital signal. I can get VGA fine, but neither DVI or HDMI would recognize a monitor attached.

Thinking that this was a video card issue, I returned my ATI 5780 and repalced it with a 6850. I'm still having the same issue, so I'm wondering if this is a video card problem, or a motherboard problem?

Any direction here would be a great help.

I had this happen one time to me and I just used vga instead of dvi. It might be your monitor.
