Need help with RAM Timings

Ok, so from what I know the lower the RAM timing the better, 9-9-9-24 is better than 10-10-10-24, but what about 9-9-9 http://www.newegg.com/Product/Product.aspx?Item=N82E168... and 10-10-10 http://www.newegg.com/Product/Product.aspx?Item=N82E168... are those super good or what? I'm trying to decide on RAM and the three number sets and 4 number sets have me confused, and all the things that talk about RAM timing don' talk about three number sets. Which are better?

Whoever entered those Ares sets into the computer made a mistake by leaving off the last number. The 9-9-9 set should have a 24 after it, and the 10-10-10 set should have a 25 after it.
