i just bought a hp g62 notebook pc mostly for gaming.Tbh, i dont like its perfomance. What i mean its that i play counter strike source and its laggy(high setting 15-30fps).If i lower the setting i'll get 20-30 fps.Why is this hapenning?I have an Ati radeon 5470 1GB(Switchable graphics with 4250 and 5470) and cpu is AMD P430 Processor 2,2 GhZ.A friend of mine has an ACER with ati radeon 4250 512 MB with Inter pentioum 2,2 GhZ and it run better than mine on high setting 35fps+.What the hell?If u need further specs of my system tell me so i post
If you change settings and don't get any improvement (looks like your max stayed at 30) you have some bottleneck either with the CPU or the video card, maybe RAM. Could be your AMD processors is at fault.
Try running 3DMark on both computers (run 3 times, reboot between tries, average the scores), see what you get. Could be the game you tried likes the Intel CPU better. You need to look at more than one game to find out what is faster and what is slower.

Another thing, what resolution is the other PC running? Shadow levels, things like that. You want to compare exact same settings on both systems. And unless the 2 systems are the same, you should expect some differences.
