I'm building my first PC and my friend helps me a lot.
When I was deciding for the CPU, he told me to go Intel since I wanted to overclock and AMDs overclocking capability is poor. Is he right ? Is AMDs High-end CPU a brand to avoid for overclocking?

In short, your friend either does not know what he is talking about or he is an Intel fanboy who tries to advertise for Intel.

AMD BE 955, for instance, is an overclocking beast.

AMD does not have the fastest CPU, indeed, but the ones it does have have exceptional overcloakability and thermo control, which is pivotal to the overcloaking.
