Desktop won't turn on.

Hello, my sisters desktop just won't turn on at all. Any way of testing to see if motherboard is shot or it's something else? I plugged something else in to make sure it's not the plug. I used the power cord on another computer and it worked. The only thing I can tell you is when you plug the power cord in the back of the computer the little green light on the back next to the power cord plug does turn on and you can hear it power up a bit back there. BUT when you hit the power button absolutely nothing happens. I will take a look at the power button to see if that is messed up, any other ideas to test out? Does the green light next to the power cord plug in back lighting up matter or mean anything? Thanks
