I5 760 wrong stock cpu frequency?

hi i just built a new system:

cpu: i5 760
MB : ga-p55a-ud3 rev 2.0 BIOS F11
RAM: G.SKILL F3-12800CL9D-4GBRL Ripjaws PC3-12800 4GB 2X2GB DDR3-1600 CL9-9-9-24
GPU: zotac gtx460 768mb
PSU: Antec High Current Gamer 620W 48A 24PIN ATX12V

Everything worked fine when i turned it on. Went into BIOS and checked my cpu clock and it was listed as 2.66ghz even though its printed in the BIOS that i am using 2.8ghz. Turbo boost is off, i just find it weird that its showing the wrong clock frequency i just had to up the multiplier to x21 instead of x20 to make it 2.8ghz.

Can anyone explain why its showing as 2.66ghz instead of 2.8ghz?

well maybe intel went cheap. they normally give you the ability to turn up the multiplier one setting higher. maybe when they had too many 750s then they just called them 760s and let you change the multiplier on your own.
