really, an i3 2100.
with his budget i5 2500 will be best and more futureproof than a dual core.
i5 2500 because he do not want to overclock so he can save a few bucks.

without a doubt i5 2500k is a best cpu for ur budget. For casing, HAF 912 is future proof, i mean you could add extra gpu without having to worry about heat issue. For GPU, 560Ti or 6950, its ur call but as far as i no 6950 is abit faster than 560Ti but lack some feature like phyx if you dont mind.

In the meantime, I would not recommend to buy AMD cpu as it started get aging and cant catchup with intel.
