it depends on what 2.9 dual core and what 3ghz xeon it is, for example, wheras a 3ghz xeon form 4 years ago wouldnt be as good as a 1 year old 2.93 model
but if they both are from the same generation then obviously the xeon is going to be better(if the cpus have the same no. of cores, and cache etc) but if you do go for the xeon then make sure your motherboard supports it
