Good graphics card for sims 3( PLEASE ANSWER)

I want to replace the card i am getting with a new one. I would like to be able to play sims 3 on meduim to high settings. If it is not too hard , could the person who answer this list a good card for the following list of watts. I also do not know if this makes a difference, but the card must fit in a pci-ex16 slot.

The watts are as listed:
400watts
500 watts
( i know these are not much different, but i list two of them because the computer will most likely come with a 400 or 300 watt psu and if i need to upgrade, i only will upgrade to 500 watt because of price)

I also only want to spend at max over 60 dollars, but if i must pay, maybe five or 6 dollars over seventy at most.

For the money, the gts 250 is a really good card. You're going to need at least a 450w psu. For this price, this will probably be one of the better cards you could get though. It would usually be out of your price range, but I found this deal on newegg:
