Slow internet experience, how do I diagnose?

Hi all,
I've recently upgraded an older HP xw6200 workstation. I'm becoming a little disappointed in the speed with which it handles relatively simple internet stuff. The display and mouse are sometimes slow and hitchy. How do I figure out if this is a limitation of the CPU, graphics card, browser, wireless internet connection or something else?

Here's the deets:

- Win 7 Pro 64-bit
- Dual 3.4 Ghz Xeon CPUS, hyperthreading enabled
- 6 GB DDR2
- NVIDIA Quadro FX 3450 card, 256 MB GDDR3, 2 DVI outputs
- 22" and 17" monitors.

I'm leaning toward the video card. What do you think?

Broadband. I tested 3X and got pings at 71, 98 and 70 ms. Download speeds of 7.31, 2.85, and 7.51 Mbps and upload rates of 1.71, 1.50 and 1.74 Mbps. I don't think this is blazing speed, especially since my provider calls the service "Broadband EXTREME, up to 15 Mbps," but it doesn't seem like it'd make even typing in this form hitchy. And it is a little hitchy.

I'm thinking it's something about my hardware, but I don't know how to test and pinpoint it.
