Frnds,

Can I Play Crysis 2 on my PC?

Configurations are:

Processor : Intel Core 2 Duo 2.93 Ghz
Motherboard : Asus P5N73 AM
GPU : Currently 9400GT but i hope to get GTX 460
(also advice any good GPU under $200)
Ram : 3 GB DDR 2
PSU : Not Sure about that!!!!

I hope to play it on my 20" LCD so the resolution is 1600x900

Very low settings/resolution on the 9400GT. On the GTX 460 you should be able to max it out at 1600x900. However you really need to make sure your power supply can handle any card you might buy so tell us the brand/model. If you don't know it should be listed on a chart on the side of the PSU inside of the computer case. The PSU is the part the power cord plugs into.
This is very nice deal on a 1gb GTX 460;

There's nothing under $200 that is notably better really. If you are ok with mail in rebates then this HD5870 is a good buy and under $200;

Or if you are ok with overclocking/rebates/going slightly over $200 then this GTX 560 Ti is worth considering instead;

Both of those cards are approximately 30% faster than the GTX 460 at your resolution on average and the GTX 560 Ti can usually overclock up to 1ghz or 20% more.

Crysis 2 has nowhere near the requirements of the first Crysis. I could play max settings with a radeon 4670 before I upgraded. I don't know too much about nvidia graphics though.

I dunno about maxing it out on an HD4670...

The HD4670 is a bit faster than the HD5570 so it's gotta be averaging below 20fps and that's without AA or the future DX11 patch and at 1280x1024.
