Is a ups must for any lower mid range rig for stability?

UPS has nothing to do with stability.
An UPS allows or an orderly shut down do to loss of AC input.
Better UPS will provide a regulated AC output when the AC input flucuates between 95->130VAC.

A good UPS will condition the power to the PC which prevents surges and brown -outs. If BSOD crashing and the loss of data isn't an issue, then you do not need a UPS but it may extend the life of your PC hardware. At the least you should use a quality surge protector to reduce the likelihood of a power surge killing your PSU or other hardware.
If crashing and data loss are not acceptable then yes you do need a quality UPS regardless of the performance level of your PC. Many folks usually come to this reality AFTER they lose important data or damage their PC...
