Why my usb 3 0 so slow

Hello,
I bought the Hitachi Touro 3TB USB 3.0 and the trancend usb 3.0 expresscard to use in my Sony Z series laptop. I copied files from my local hard drive to the external hard drive and the speed was 6.5 MB/sec. It is too slow even too slow for USB 2.0. Please let me know how to figure out why.

Same problem -
I have a hitachi 2tb drive inside a Ritmo usb 3.0 enclosure and am having the same issue. also cannot copy anything to the disk without crashing explorer.
any help or fix would be greatly appreciated.
