What software do I need to make a hard disk drive or CD to run or boot from. Looking for a free software out there that is capable of doing that.

It does not look like a software issue.
Hard Disk & DVD on Serial SATA or Parallel PATA (=IDE = ATA)) cables ?
(2 devices on one ATA cable needs correct jumper settings on hard disk)
what is boot order in BIOS ?
Do you have an operating system on Hard Disk ?
is this a new build ?
did it ever work ?
