if the bios is showing the right amount and cpu-z can read the dimms right and report that there 4g each then the issue is with your os. a 32bit os stops at 3g of usable ram. if you want to use the full amount of ram you have to use a 64 bit os.

Probably because you have integrated graphics and a 32bit OS.
