I have a zalman Z9-plus case which has a side fan. Should this fan be exhausting or blowing in air to the gpu?
Also should the psu suck air from outside or inside the case? there seams to be a difference in opinion about the direction of the psu fan!

The side fan should blow air into the case and the PSU fan should blow air out of the case even though it is at the bottom of the case.

A summary for all case fans.

Bottom suck air in
top blow air out
side suck air in
front suck air in
back blow air out

PC cases are designed to work this way.

with the psu fan facing upwards would there be any interference to air flow into the gpu cooler which is directly above?

you would be fine, antec uses that design in their 300, 600, 900, and 1200 cases. they offer some of the best cooling around.
